Victor (b. 1978) is a Venezuela-born serial social impact entrepreneur, globally recognized human rights expert and a leading scholar on inclusive and accessible smart cities. Victor was born with a rare genetic mutation but rather than allowing his disability to limit him, he has turned it into his special power of his clear mission of campaigning for disabled people’s rights all around the world.
